Gap in documentation regarding last updated_at and now_utc() comparison

Summary

Documentation may have a gap regarding comparison of last updated_at and now_utc(). User is willing to contribute to improving the documentation.

Question

Holy sh*t I got it.

It only happens if the last updated_at is lesser than now_utc().

<@U04SE163WC8> I believe there is a gap in the docs with this information, stating that the states store the last updated record OR now_utc(), depending who is the most recent.

Is there a way for me to help on this documentation?
