A question regarding octavia, is it possible to disable the automatic data reset ?
I would imagine something like octavia apply --no-reset
It’s very important for us to be sure that our stream is not reset because we start to accumulate an history of all our updates in our source database and we really don’t want to lose it

Fixes #17968
## How
Added an already existing flag on the API to b… e available to octavia-cli. Also changed the default behavior for the API to be to not reset, preventing data loss to the user if he do not explicitly asks to reset.
